What university gives free PHD degrees?

NONE.
A PHD requires YEARS of serious work.
NO legitimate University would simply give them away, now would they.

None.

Im sure there are some but they would be unaccredited schools or just completely fake (like the school doesn't even really exist... they just have a website)

If you do ever find one the degree will be completely worthless

Many PhD students get stipends, or work for the school (as TAs), or get grants from outside oranizations to do research in exchange for tuition. This can really reduce the cost dramatically, and is the only way that most PhD students can afford the years of schooling.
