    Concrete blocks
Concrete blocks in garage foundation are disintegrating due to moisture coming through the walls from underneath the floor slab. How do I replace the blocks or can they be repaired somehow?

The best way to replace the blocks is one at a time. Another words pick some spots and TOOTH out the bad block and replace.
    Now what about the cause
Repairing is not the best idea if they are Farley shot

I wish you had more detail on your post.

    How many courses high?
Where is all the water coming from?
    How old is the wall?
Is it a frame garage or block garage for the garage walls?
Is it frame walls on top of block foundation?

The wall is 5 courses high and the degraded blocks are 2nd course from the top, water is coming off the vehicles from snow, sluch and ice melting off them. As there is some settling in the garage the floor slopes to the wall and all the warter rolss to that spot, I have tried using sme sealer paint and that did seem to work for just 1 year, the garage is wood frame and the wall was built in 1979. The frame walls are on top of the block wall. Actually have 2 blocks in this spot that need to be replaced.

Here's a couple of suggestions. Instead of fighting the water could you cut out a small section of concrete floor and add a floor drain and punch that out the back wall. If you sawed a concrete section out about 2'by 3' to install floor drain and now you can slope the crete away from the wall to new floor drain depression and pretend it was planned. This would get rid of the paint/drylock and the block will stay dry and the floor area right there won't be constantly wet. Do this is light of pouring a new floor.
