I have a neighbor that moved into apartment beside me that is unbearable. They constantly play loud music,slam there doors(and not a few times a day but about 20 to 30 times a day) and they have 3 or 4 kids . They won't let there kids outside to play so they are always playing and running and stomping through the apartment. I have filed several complaints at our rental office,called security and had them fill out a report, and called the sherriffs dept 3 or 4 times. Nothing seems to phase these people! What I am left with now is either try to live with this and surely lose my sanity or to move. My question is ,can I sue my neighbor for the expenses of having to relocate?

Excon is correct - you just can't sue them because you can't take their abuse.

You can, however, check with the Zoning Dept and see if the local law allows that many kids in an apartment of that particular size. Possibly they don't. And if they don't allow that many kids in a small apartment (for instance) regardless of what the landlord says and rented the place out to them. The Zoning Dept has the final say and will make them move. Happy now? Maybe you will be the one with the last laugh on these people. Worth checking out.

And what time of day is there, if it is day time and evening, most likely there is nothing you can do.

Sadly this is part of living in a apartment complex where there are children living.

As for as music if it is late at night, you call the police

Check with the complex, maybe there is a comparable apartment you can move itno away from them.

Generally there are quiet hours during the overnight period where a level of quiet needs to be maintained. Aside from that a family with kids is going to make noise.

One other thing you might consider is using heavy tapestries on your walls to try and mute the noise.
