Depends on the terms of the adoption. There are now "open" adoptions where bio parents are allowed to be a part of the child's life.
But in an adoption, the adoptive parents become the legal parents. The bio parents only have what rights are granted in the adoption contract.
Actually, unless there IS a contract (and last I heard, only 2 states have those contracts), the biological parents have absolutely NO rights once they relinquish their parental rights for the adoption to happen.
I want to know why you are asking this question, though. Are you a birthmother? An adoptive parent?

Minnesota and California, last I heard.

No she do not if she sign her right away. Did she sign her rights away. That's what I'm going threw she can come back any time if she didn't sign her rights away.
