Hi! I've never encountered this problem so am not sure that is the best way but it will be OK after... If you still hasn't found any solution, maybe you should think of re-installing your windows. A friend told me that people who have internet access should format the partition where windows is installed every 6 months because viruses attack mainly this section.. Its my suggestion that you re-install windows, you will find it more pleasant to work since your PC will operate faster and better and you'll have a desktop background :)
Don't forget to back up your important files...

This is possible if you are on a corporate network and a group policy entry denies the user access to that feature.

    Lavia,

Two reasons this may happen. The first one, the above post states accurately. Another reason is a virus.

Removal of the virus is all that is needed.

    Try the following
    Kaspersky
    NOD 32
    Malwarebytes

    Shelesh,

It is redundant, time consuming, and unhelpful to just reinstall windows. And "Maintence" is not a good word for it. Maintence is making your system perform as it should. This does not have to be accomplished by format / reinstall.

Backing up all the data, reinstalling drivers etc. is a waste of time.

The background issue may just be a registry key.
Could be a virus. More information would be needed before acurately solving the problem or giving a good diagnosis
