    Congress can refuse to fund a foreign policy initiative it does not approve of.

    Also Congress declares wars . The fact that they call it "authorization" or write legislation that cedes the power to the President (war powers act) does not change the fact that Congress is complicit in the decision to use force .

    When they change their minds;as stated above ;they have the power of the purse .

    Evidently not... President Obama decided to ignore the provisions of the'War Powers Act' regarding Libya ,and Congress has not acted on it.

    Obviously there are measures they could take including defunding .They could initiate Impeachment steps also.

    And also the Senate must ratify all foreign treaties. So if they don't approve, the treaty doesn't take effect.
