Are you in any of the same type of activities that she's also involved in or in any classes with her? If you are, then I would suggest asking her if she might like to do something with you. If you do have some things in common, then striking up a conversation with her about those things that the two of you have in common would be a possible way to "break the ice" with her.

If you're not involved in any of the same activities or classes that she is, and if you might be somewhat shy, then how about seeing if you could be involved in any activities in which she might also be involved so that you can get to know each other more without it being a date of some kind? If you do that, it would be easier to ask her out.

Ask her out, the worst that can happen is she says no. You won't know until you ask.

Get one of your friends to ask her what she thinks of you. Then you can act based on that.
