Depending on how your Outlook Express is configured (not to send immediately) and the type of Internet connectivity you have (dialup), there is a chance the message may still be sitting in the Outbox folder waiting for a Send/Receive action to be initiated to actually send it. If so, it can be deleted or modified and then sent.

The entity providing the mail server you connect to, normally your Internet Service Provider, could also delete the message from their server's outgoing mail queue if it hasn't been processed and they were so motivated (good luck trying to get them to do that).

Otherwise, as far as I know, there is no provision in the underlying mail protocols (SMTP, POP, IMAP, etc.) to recall or stop a message once it has been sent. And, if you think about it, since most messages arrive at the recipient or the recipient's mail server within seconds there isn't that much of an opportunity to stop it.
