Having a false passport is a seroius offense. It is a federal crime and they can go to prison.

If they became a citizen by using false papers or ID, yes it is possible.

He can not legally marry two people in the US,

If he was already married and you were married under US law, it is not a legal marriage and no you are not married to him, since if he is already married, yours were invalid.

And it is illegal to marry more than one person in the US at a time.

Also almost no "phone" weddings are legal and proper in the US. There are a few exceptions but the rules are strict as to what has to be done.

And it is illegal to have two passports with different names.

The fact that he has 2 passports with 2 different names does not mean a crime. When lawful permanent residents apply for naturalization, they are allowed to use new name or any name they want. As a result, original foreign passports have different names.

Before I reply to your questions, I need to know about both marriages:
When did he first get married? In what country? Are both US citizens (by birth) or naturalized US citizens?
Where did you register your marriage? Was he legally divorced when he married you?
