    Can a sex offender obtain a passport and travel/live overseas? What are the restrictions?

    Please stop posting the same question. Asked and answered.

    A Passport is Federal ID - anyone can get a passport.

    The country where the felon is going can require a visa, not require a visa. You have to contact the embassy for that country and ask about felons (if you are one) and sex offenders (if you are one) being allowed entry.
