    Can I be arrested @ the secretary of state for a warrant if I'm applying for a state i.d.

    You can be arrested anywhere if you have an open warrant.

    If the question is who would do the actual arrest, it would be a peace officer who has the ability to hold you until the Police arrive.

    People get picked up at the DMV all the time.

    Even if you are just getting a state ID, they will run your name and SSN and if you ring the bell on their computer, they'll be calling in the local police to arrest you on your open warrant. Warrants never expire.
