My husband was born in Canada in 1956.Moved with his parents to US in 1959.Both parents had one American parent & one Canadian parent & claimed American citizenship through their American parent. They went through naturalization in 1959. My husband votes in the US, pays taxes, was educated here, has been married to me for 32 years & registered for the Draft when he was 18. We visit family in Canada often & it is getting more difficult to return to the US. He was originally grandfathered in with his parents as he was only 3 years old, but has no papers to show it. He did have a card that the border patrol took when he was a teen. The Immigration Board has had difficulty deciding if he is an American citizen.What do we need to do to end the re-entry delay? We are planning a trip up to Canada in July. Help!

Does he have certificate of naturalization of his parents?

We have a Certificate of Citizenship for each of them

This should be easy.. he has to file the form N-600 to obtain Certificate of Citizenship for himself. Here's the link: Application for Certificate of Citizenship

After receiving this certificate, he will be able to obtain US passport. Since Canada and US do recognize dual citizenship, so he should be able to travel back and forth any time without being interviewed by immigration officers.
