What gives the reaction between sodium hydroxyde + carbone monoxyde +water

Are you asking what drives the reaction? What reaction?

Actually, I don't think they will react at normal temperatures and pressures. Carbon monoxide, CO won't react with sodium hydroxide or water (except at very high temperatures).
