    A landlord is required to provide a habitable environment, whether you pay rent or not. If they did shut off utilities, that would be considered an illegal eviction and open themselves uup for law suits.

    Are you paying your rent on time? Of course it is easy to evict you if you are not ,

    But of course if the landlord can not afford to pay the bill, because you are not paying him, the electric company can shut it off for non payment.

    Many landlords may not be able to afford to make the payment on the property and/or pay the power bill, if renters are not paying their rent
