How do I get my next door neighbor to stop harassing me and calling the police out when we are not making noise?

Would you mind adding some background and more information to the story(how you and your neighbor started arguing, how long you've both lived there, what they call the police for, how they're harassing you, etc)? It helps in giving the most accurate advice.

The day we moved in he started to complain about the noise because we were changing the locks on the door. I have sent a letter to my homeowners Assoc. The police came out last night because he called them I invited them in to see the rooms came in that would affect him and found nothing. He as called me to complain.

So he complains a lot? How long has this been going on? What did the police do when they responded to the call?

If he continues to call the police or complain to you then you may have to get a restraining order against him.

Have you gone down to the station and talked this over with someone there at the police department? You may be able to get someone to listen to you. These people continually calling in false reports can get them in trouble for doing so.
