My Ruud heat pump has ice all around the cooling fins. The outside fan isn't running, but I still have heat inside. What should I do?

Your defrost cycle isn't working. Could be a few reasons, but most likely it's the defrost control board. You'll need a tech to determine the exact cause. Pick up the phone. If the fan is stalled and not thermally protected, the fan will need replacement. And if you are heating alone on resistance heat (which I suspect) your electric service provider will be very happy handing you a huge electric bill.
