Do I as a grandparent have the right to gain custody of my grandchildren when the parents rights are terminate. They are in foster care.

This is not "grandparents rights" grandparents rights are rights to visit if the parents do not allow.

This is merely rights to adopt or rights to be a cusotdial person.
