The elements are till my focus here even though they both went out. The "Common" is the water quality is the same going to both heaters and basically get they get the same amount of build up on the elements
Here is a good site for instructions on completely testing the elements. This explains better instead of me typing up a very long page on how to check elements.See how this does and get back to let us know how it went.

Glad you enjoyed the site. See why I didn't type it out of job site memory
By chance are these heaters exposed to some really cold air now? If elements checked out good and IS getting juice then a cold environment can effect heater and cold water settles in tank. This "reset" button does that check out good? Although its 2 heaters at once and odds are its not the reset. Did this just happen all of a sudden or through time?Still thinking here and will wait to see the answers to my questions.
If all the elements are good and getting juice and heating up then basically it has to work. Recheck elements. If no hot water was out of the top and slow I would say the nipples in the heater are bad Very cold air is a possible

It's a long shot but it happened to me. The cold and hot water inlets were reversed on the water heater which meant my tank was sucking water from the bottom of the tank to the faucets instead of from the top where it's hot.
