Are you gong through the tv's tuner? If so, are you on the right channel? If you have a DVD or a VCR, hook one of them up and try it. If that doesn't work, your TV has a problem.

I have a very similar problem, I have just got a Samsung LE40B550A5 and the picture is fine on freeview and the HD is perfect from my PS3, but the SKY+ picture is very fuzzy around the edges and there seems to be quite a lot of motion blur. I'm connecting Via SCART and am also using gold scart cables. Any ideas?
