    Turning off water at house instead of street
    I am attempting to replace a cartridge to a single lver shower knob. I have located a red handle knob right before my hot water heater. I assumed this was the turn off to the house but water is still coming from the faucets. I can not turn off the water from the street bacause the city in which I live keeps the meters locked.

    Look around for another MAIN SHUTOFF. Chase that pipe near the water heater BACK toward the main and see what you can find. You should have a MAIN SHUTOFF and then a shutoff for the water heater...

    The red valve before the water heater will only shut the hot water off. Do as Mark suggested and try to trace the line back to where it enters the house. There should be a shutoff valve near this area that will shut entire house off. Please let us know what you find. Then maybe we can get that fuacet repaired.

    In case you cannot find this valve around the outside wall of your house as suggested by Mark and Dad77 - than you have to get big Meter Key and turn water off in the water meter at the curb.
