A water leak from the pressure release valve usually indicates one of three things.

The release/safety pressure valve is defective

    OR

The expansion tank is full of water or in the case of a bladder type tank the tank is defective

    OR

The water pressure/water fill feed regulator is improperly adjusted or defective.

And it can be a combination of them.
