No. This would have had to be done by your mother when you were still a minor. Being 29 is way too late to do anything about it. Sorry.
No, first it is your mother not you that would sue for child support, and unless there was a court order there is no support due legally.
I agree with the others... too late, and you are not the wronged party legally - your mother is. She may be able to do so if she had made efforts when you were a minor to collect and he didn't make good on it, but if she never pursued it, well - she walked away from it.
