    Circuit Breaker Bypass
Why would someone bypass the circuit breaker in a heating pump/ central ac unit?

Sounds like the compressor is on its way out. Causing the breaker to trip. So the answer was to jump it out so it works temp. and so what if the house burns down. You need to have it looked at right away by a hvac tech!

Bypassing is only done for testing purposes and then only if another breaker is not available. NEVER run the equipment on a bypassed circuit breaker test only.

A person ignorant of the fact that circuit breakers provide safety for people and property may bypass them to make an item work, a unscrupulous repairman may do it hoping that rather than wiring it the way it should be wired and the CB tripping again they could bypass it and collect their repair fee before the damage is done. Or a lazy technician might bypass a CB to see if he could isolate a problem (look for what gets hot or smokes) there are no valid reasons that I can think of.
