A friend just told me that you can file taxes with no income it sounds silly is this true?

No. Even if you file, you will not get any tax credit.

It IS true.

You can file with no taxable income in order to get the Economic Stimulus Rebate.

You have to have income that is not normally taxable (such as Social Security or disability) but does qualify for as income for the Economic Stimulus Rebate.
