You need to be patient and work with him daily to help him properly form his words. This can be done with 15 minute sessions several times a day so as not to bore him and keep him interested in learning to talk. Choose simple words at first showing him say a picture of the word. He'll get the hang of it in about a month or so with diligent sessions.
If he's still not grasping the idea, then you might need a speech therapist to help you with this. They are not cheap. You may be able to get a discount if the therapist's office has some sort of intern program and lets the intern teach your child. This would be at least a 50% savings per session if you used the intern. Is there any sort of University near you that you could call up and see if they have a speech therapist who takes in their interns? I did this in South Florida using Nova University. The speech therapist my son had ended up being the Director of the Baudaun Oral School at Nova University. She had a regular office near the University and I would have her interns teach my son how to talk. He was 3 and not really talking properly so I went that route. Now I can't get him to shut up some days. No, just kidding. It was worth every penny.
