Draft from electrical box, lighting box
Can I stuff in some of that pink insulation to the holey drafty areas around the electrical outlets and light ficture outlet boxes? Or is that a fire hazard?

"suff" insulation is fine for the sides of the outlets. There is not fire hazard there as long as you don't spray inside the actual box. They also make outlet cover plates that have a foam backing to help keep drafts.
The electrical box around the light should be fine also. Spray Foam is used on the hole house and the ceiling light boxes are already there. Just don't spray in the box.

You can buy just the pieces of foam that go behind the switch and outlet plates that you already have too.
