My 8 week old puppy is getting better at not biting me, but she still nibbles at other people. How do I curb this behavior before it's too late?

She is teething just a like a baby. It isn't bad behavior. Just give her some cold carrot pieces to ease the discomfort. This condition will go away once her adult teeth arrive.
