I have a credit card debt with a bank, that I also have a checking account with. I am aware that they can hold that balance, but I also sign on another account, at same bank, that is a fraternity account, with 3 other signatures. Can they place a hold on it ?

I wouldn't chance it. If you have the ability to withdraw funds from the account I would remove my name.

If that money is frozen, correct or not, it will take you a very long time to resolve the problem.
