t=0 is the number of fish on Jan. 1 1992. Plug in t=0 into your given formula and find that value for the number of fish initially. Then, set your formula equal to that and solve for t.

Set your formula equal to 0 and solve for t. There will be two solutions. Ignore the negative one.
