I would like to adopt my wifs daughter her father is not in her life by choice and is supposed to but does not pay child support he is willing to sign over rights but I am in the military and am not able to be there physically do I need to be there to sign or is that something I can do over the phone or faxes!

I am not aware of any State which will does not require the adoptive father to appear in person.

Is there a particular need to accomplish this immediately instead of waiting until you are back "home?"
