    If an "unwed" mother puts baby's Father name on BIRTH CERTIFICATE,will the State bill him or "garnish wages" ALL the State has paid for ?

    No, not in any State I know. If the mother applies for any type of benefits, though, and names the father the State will request DNA testing and then the father will have to repay the State for at least a portion of the benefits.

    The mother can also file against the father in Court for birth expenses and child support.

    Otherwise the mother could put just about any name on the birth certificate, possible father or not, and that person would have to pay.
