I have my daughters father on child support, his name is still not on birth certificate and I don't plan to. He does not come around at all nor send child support money, but not worried about that. Can my husband still adopt my daughter and have his name put on her birth certificate.

You will need to get the biological father to sign away his parental rights.

Many parents that are uninvolved are usually willing to do so if you are willing to drop back child support payments. However--there is no guarantee that he WILL sign away his rights.
