I've eplilepsy. The public transportaion only runs until 6:30 where I live. My boss told all the employess we can no longer take time off work to see the dentist or dr. The only day I've off is Sunday and public transportaion doesn't run. Is this legal

If you have a dibalatating medical problem such as epilepsy, then yes, it is unlawful for your employer to deny you time of for a doctor's appt.
