After two years it is really hard because they say you have not proactively been doing the things to comply.
What have they told her she has to do to get them back and what has she done to comply? Also what else does she still need to do for them to say she has complied to their list of things she needs to do?

We can't answer this. When your child was removed from your care, social services should have told you what you need to do to get him back. Have you complied with their requirements?
