I heard that can be a sign of worms. Ask a vet and have it checked.
Also could be anal glands that are clogged, from soft stools or allergies, a quick fix at the vet.

Yes, this is something that you should be concerned about. As already mentioned, there could be at least a couple of things going on.
She's obviously irritated, so the sooner a trip to the vet, the better!

It's probably either anal glands or worms. Either way, it's a simple and quick fix that your vet can do.
Well it could be that it itches or she needs a bath to clean her bottom once she starts doing that give her a bath
In my expertise of having two dogs it could in fact be anal glands that are filled and need to be drained and/or removed via in house vet surgery. However my dogs had them removed a while ago and they still on occasion drag their behinds on the carpet. The only way to figure out any of the above possible problems is a visit to a vet
