How do you run a cable to a second story exterior wall for a receptacle box under a window

Well you can punch through the wall below and run outside with plastic conduit or build a chase way in corner of room below and up that way. Or can pop base trim and M.C. cable it in old wall

Its going to be a lot of work inside and outside to in probably won't fly with you.
