My j1 visa will expire on June next year but it is 2 years rule apply.

First, you need to contact your J-1 sponsor and find out if it is possible to obtain a waiver. If this is doable, then you can proceed with filing J-1 waiver before your H-1 is approved. In most cases, when you have 2 years rule attached, you must be in your home country and cannot change status or obtain a new visa.
