How do I replace an existing old metal toilet flange on a tile floor? The bolts are now too short to bolt down the toilet

This is what you need:

A closet flange ring.

Use a masonary bit to drill new holes in the tile for the flange to bolt to. You can even run the bolts all the way through the floor and anchor them from the other side.

Did you add a new floor on top of an old floor?? If so, you may need to purchase closet flange extension kit... see picture below. These are available at all home depot/lowes/menards stores.

Here, you clean all wax gasket off old flange and then either use a siliconized adhesive caulking to set the new extension flanges down to old flange (be sure toilet bolts get set through flanges BEFORE securing new flanges) so that the extension flanges end up flush with or slightly higher than the tile floor, OR if your extension flanges come with foam backing as in my picture, just need to set these on cleaned, old flange and install as above.

If you did not add floor but old flange is not flush or higher than old floor then the extension flanges still work.

If flange flush or slightly higher than floor then the repair flange that Andrew posted will work fine.

Finally, if flange is accessible and on top of old tile then you could also cut off the old metal flange and install a new CLAMSHELL type repair ring... just set into groove and snap ring together to make great final connection (see picture 2 and 3).
