    90 honda accord fuel pump
The pump runs (can hear it) but no output. Is there anything I can do besides replace it?

Ensure the fuel filter has been recently changed. If it runs but there is no fuel pressure, then replace it. This will be the first Honda fuel pump that I've ever seen that has truly failed, if this holds.

I should have been more specific. The problem started with a leak in the fuel line near the tank. I dropped the tank and replaced lines. Before replacing the tank I did a check to see if it would start (looking for leaks). It started and there were no leaks. Hung the tank and it would not start. Thinking it was something simple like a kinked hose I dropped the tank, again. No kinks. With the tank on the shop floor, I disconnected the fuel line at the top of the tank and cranked the engine. No fuel came out. To determine if it was the main relay I discconected the pump harness and ran a line directly from the battery. Pump whines but no fuel comes out.

Try jumping terminals 5 and 7 in the main relay connector, turn the ignition switch to ON, and see if the pump works okay.

Was there enough gas in the tank, when you tested the pump?

There was approximately 3 gallons. My son removed the pump and submersed it in a bucket of water and then connected the test wires to the battery. Same result. Pump sounds to be running but nothing coming out the top of the pump.

Buy a new pump and run the same test. Appears the pump is definitely bad.
