I am 20 and my finance is 21 we have been together for a year now, we are both virgins and I really want to become sexually involved with him but he does seem to want to. I have gotten condoms and other things to try to get him to move forward but he just throws them away. I have asked him y he won't have sex with me and every time I ask he always gives me a different answer ranging from I'm not ready to I'm to tired . I know he is ready he has told me before but I just want to know why he won't commit.

Maybe its his way of respecting the virginity of you both. And simply nothing more. YOu can do far worse in a man. Such as one who only cares about getting laid and nothing more like too many his age.

There are many who believe in waiting till marriage.

Maybe HE is not ready yet.

If you would not want someone pushing YOU into intercourse, you shouldn't push anyone ELSE into intercourse.

There could be many reasons including that he doesn't want an accidental pregnancy, disease worries, that he isn't interested in a long term relationship with you, he's conditioned to like oral and masturbation because of porn viewing... and so forth.

You will have to talk in depth with him about this. :)
