In this game I believe you played as a police car that you could make better as you progressed through the game. It was a playstation game where you played as the car and chased down suspects. When you got close enough to them you could use what was called the pacifier to electronically disable their car.

It sounds like a game a friend of mine enjoys called, Crime Killer.
