When you say checked all the fuses are they the 2 prong fuse and sometimes the look good and are not. Your fuse box should be marked. The previous owner could have rigged a towing system in before and pulled it out and put the wires wires put back into wrong spots. (turn) If it was just your turn/power washer and all is on the column I would think the column mechanism should be in the back of my mind. Your power window takes me back to the fuses. I would pull that/those wiper/turn/window fuse(s) and get a cheap bulb test light unless you have a volt meter and check the fuse box itself and see if there is power there. Check for rust around that fuse box. Then I would take that pulled wire after you tested the box and though a jumper wire on the pulled wire and try to isolate things as much as you can. Make sure you know that the pulled wire is hot and off the side of that fuse. Look for in line fuses under the dash area. See if the previous will tell you anything. Good luck and I will check back
