I believe my last question was misunderstood. My Fiancé has his alien registration card and has lived in the US for 29 years. He is legal to be here. My question is would it be better for us to get married before he gets his citizenship or after? Is there a difference in fees?

What is your status?

If you are US citizen and he has alien registration card, no problem. You don't have to wait. Citizenship has nothing to do with this.

If you are foreigner with no legal status in US, you should wait until he becomes naturalized.
