OK. I'm 21 and I've never met my dad, but I carry his last name. Now I want to change my last name to my mothers last name before my son is born.

Me and the father are no longer together ,he wishes not to talk to me anymore so I really don't know if he's even going to be there for my son.

So my son will carry my new last name when his born.

The local courthouse. But your last name does not have to match what is on the birth certificate. You can name your child anything you want.
