I can't remember the name of this children's movie. I'm pretty sure it wasn't a TV show, but a movie. It was definitely animated and I'm pretty sure a fantasy. Problem is I only remember one scene. I also remember that there were animals that could talk, stand upright, and act like humans. It goes as follows:

It's a night. A young boy is in his room (I think asleep) and there's some talking animal (duck, I think) who was looking for weapons around the kids room and decided to confiscate his water gun. I definitely remember he used the word "confiscate", too. That's what triggered this random memory.

I definitely think the animal was wearing some kind of costume, superhero like or something and for some reason I remember goggles.

I know this is a long shot, but anyone know what I'm talking about?
