Is there a law on how many years a landlord has to replace the carpet while a renter is living there or before a new renter moves in?

None that I am aware of. Sorry. They replace the carpeting generally after a tenant moves out unless the renter has been living there for many years then it is possible they may replace the carpeting if they are a "nice" landlord, but don't count on it.
