Missing Or Corrupt Hal.dll Error Message in Windows XP sums up your options nicely. If the computer cannot be turned off for whatever reason, try option #6 first. Also see Error message: "Windows could not start because of a computer disk hardware configuration problem".

The base reason for the missing/corrupted file should be determined and addressed first, but this will likely involve rebooting or turning off the computer. This situation can result from failing or misconfigured hard drive(s). If the drive(s) are not healthy, replacing the hal.dll file will only correct the symptom of a larger problem that will eventually resurface. The drive(s) can be checked with diagnostic software available from the drive manufacturer's web site.
