How can you rule out a bad capacitor? Is the only way by ohms?

You can use capacitance meter to check the capacitor. If the readings out of range means the capacitor is going bad. I'm using Kyoritsu multimeter model 1009 (search at Google for ormation) which can measure capacitance value. Try to get it..

Take the capacitor to a local dealer and have them test it. We do it all the time for customers with out charging a dime but most will buy the capacitor from us when it test bad.
