I have a 36 inch Panosonic 36 tube TV. It has big rainbow circles on the outside of the screen.

Haven't heard of this since the 90's. Tube monitors & TV's can develop unusual elcrtomagnetic patterns. The old method was to use an external degaussing coil in front of the monitor to negate this electromagnetic build-up. Since that era, all tube monitors (including TV screens) have the degaussing coil built-in which eliminates the problem. Your problem might get expensive if you choose to have it repaired. The cheaper method would be to degauss the tube externally. Finding a degaussing coil might be tough.
