Yes, the stipulations carry over. When a yearly lease ends, it becomes month-to-month at the same terms and conditions as were contained in the original lease, except for the length of the term. For example, if the lease required that you were responsible for maintenance of the property then you are still responsible for that maintenance while you are month-to-month.
I think they carry over anywhere, although you have no current yearly signed lease it is assumed generally that the same conditions apply.
